The Fable of Regionalism in Assam

For the sake of regionalism, it must be proclaimed here that, if someone is eager for a new trend of establishing the regionalism in Assam then the lesson from AGP is to be taken without fail.
Otherwise it will lose its intrinsic value in front of our future generations.
The message carried by the present ASAM GANA PARISAD in the name of regionalism is filthy and gloomy having nothing in its nucleus.
It must be stated here that the leaders of the so called regionalist party is electic in the line of socio-political, economical, intellectual and moral periphery.
It was proclaimed in the very initiation of Asam Gana Parisad that ``by amending the article 1 of the Indian constitution to declare India as a federation of states so that the real purpose of the Indian constitution of a real federal state would be fulfilled.
Besides, the relationship between state and centre would be reconstructed.
Dual citizenship would be implemented.
`` In the same declaration the following aspects were also included.
These were as follow 1.
In the article 35(a) of the Indian constitution, like Jammu and Kashmir, (a) 90% jobs would be reserved for the indigenous people, (b) the state govt.
would have power to control the permanent wealth of the state, (c) state govt.
would have power to control the subjects like health, employment, education etc.

The constitution had provided special power to Andhra Pradesh under the provision 371 (d) of the article 21 of the constitution.
Like Andhra Pradesh, in Assam, (a) the constitution would implement special provision to preserve the cultural heritage and "national" security, (b) to implement inner-line permit system in Assam.

For getting the equal status in Rajyasabha, provision would be made for equal member in Rajyasabha from every state and would increase the seats of Lokasabha for Assam.
4.
The planning commission and national development council would be formed without the control of centre and on the basis of equal membership from the every state.
5.
3rd article of the constitution would be amended.
6.
To reconstruct the NEC with equal representatives with equal representation of the states of the north- east.
The chairman would be elected through rotation.
The act of 1972 would be amended.
7.
The Indian foreign policy would be based on the principle of cooperation between neighbouring countries.
There would be international cooperation under the article of 51 of the Indian constitution.
Assamese people are aware of their identity and existence, so they believed that the Asam Gana Parisad will try to protect them through the newly emerged system of regionalism.
It is true that though the Government of India has been proclaiming India`s federalist structure through its various agencies but in true sense India is not a federal Government.
It`s a Union Government, where the loopholes of losing identity and existence of various ethnic groups and small nations are gaining ground.
India should adopt the true federal system giving full power to the state Government except defence, external affairs, foreign currency, communication, economic cooperation etc.
Only because of the said subject the amendment of Article 1 of Indian constitution was mentioned at the first point in the declaration of Gana Parisad, including the dual citizenship for the people of Assam.
Through the said amendment and implementation of dual citizenship policy the problem of ULFA could have been solved without having any disasters.
But the leaders of Assam Gana Parisad have relinquished all sorts of responsibilities and characteristics of regionalism after gaining power.
Instead of increasing pressure on central Government for the amendments and uniting people for the noble cause, the leaders changed themselves to mix with the contemporary self benefited politics.
They seem to behave like more strongly than other Nationalist political parties of India forgetting their regionalist culture.
In the election manifestos of Assam Gana Parisad the aims and objectives of regionalism has not been getting distinct position for last two decades.
They are busy for capturing power defeating Congress (I ) through the advertisement of distribution of Rice at the rate of Rs2/- per/kg.
Because the present Government of Congress (I) is providing Rice to the poor people at the rate of Rs3/- per/ kg.
What an unbelievable degradation of regionalism under the leadership of Asam Gana Parisad can't be imagined by the rest of the world.
Because the politics done by the Asam Gana Parisad has nothing exceptionality as a regional party, they are purely drowned in the vote bank politics of Indian origin.
The people of this country could not expected such types of buffoonery activities from the leaders of Asam Gana Parisad.
Instead of fighting for true federalism, dual citizenship, foreign infiltration, economic foundation, agricultural and industrial revolution they are competing with Congress (I) following the same political strategy of Congress (I).
The same leaders of Asam Gana Parisad once criticised that the people should be made economically competent to purchase Rice and other essential commodities at the market price instead of providing at the unprecedented cheap rate.
Unfortunately through their election manifesto of 2011, it is revealed that they have followed the same path of falsity to mesmerize the voters.
The proclamation of appointing 1,00,000 unemployed youth per year also an election gimmick of AGP which is an unscientific statement as well as a case of IPC 420 for misleading the innocent people.
Because no any Government can do such an unbelievable black magic.
So the common people are aware of it, because they know the past days of Asam Gana Parisad`s regime.
Therefore the people of Assam will have to remain in search of a purely regional party with indigenous leaderships coming from various ethnic groups irrespective of cast creed language and religion.
This can be said as perfect representation of people for the sake of people and by the people of various strata of society with a view to establish strong regionalist party for the greater interest of Assam.
In case of establishing true regionalist culture the uprising of sub regional needs and aspirations are also to be studied in depth.
Action for the desired regional politics and prosperity is to be taken on pragmatic analysis of present and future demands and destinations of linguistically and culturally enfolded society of Assam.
It must be confessed by ruling parties of India that Assam has not been getting its legitimate share in the development process since the independence, in spite of its sizable contributions of natural resources for the growth and development of India.
Assam has not been getting anything without being agitated and lost of lives, which is agreed by every gentle Indian except the conjurers of politics.
So a new trend of regionalism is expected by the people of this country who earnestly desire the peace and progress of every person of this region.
In the new trend of regionalism, for which the broad masses are eagerly waiting, will not include the Assamese speaking Asomiya only but the people who think themselves as aboriginal and treat this country Assam as their homeland will be of majority.
The Asomiya, the Bengali, the Bodo, the Karvi, the Mishing, the Nepali, the Moran Mottuck, the Ahom, the Konch Rajbanshi, the tea garden labour tribes, the Muslims, the Hindus, the Christan, the Sikh, the Buddha all will be assimilated for the greater interest of regional politics of Assam with a view to establish Assam as a true federal state of India.
The lesson from the fable of regionalism in Assam written by Asam Gana Parisad has given the way of achieving the desired path to regionalism exterminating the present trend of regionalism of Assam.
So it is the time to think and learn from the fable to work in proper manner for future.
Because every fable carries an inherent lesson to teach us the reality and actuality of the subject concerned.
